Health Insurance Without a Tax Credit

Not everyone who loses their subsidy loses access to health insurance.

Losing or not qualifying for the Premium Tax Credit does not automatically mean going without health insurance. Depending on your situation, you may be able to remain in the Health Insurance Marketplace by paying the full premium or explore other private coverage options available in the United States.

The right choice depends on factors such as eligibility status, age, medical needs, pre-existing conditions, medications, budget, and how long you need to remain covered.

There's no single health insurance option that's ideal for everyone. Coverage, provider networks, costs, and limitations vary by plan and by each person's needs. Beginning January 1, 2027, the financial assistance rules for the Health Insurance Marketplace will change for certain noncitizens.

Among noncitizens, people classified as Lawful Permanent Residents (Green Card holders), Cuban/Haitian entrants, or COFA migrants may continue to be considered for the Premium Tax Credit, provided they also meet all other program requirements.

Depending on their circumstances, other immigrants considered lawfully present may still be allowed to purchase coverage through the Marketplace, but without receiving the federal Premium Tax Credit.

Important: losing the Tax Credit does not automatically mean losing the right to purchase a plan through the Marketplace.

If I lose the Tax Credit, do I have to leave Obamacare?

Not necessarily.

If you remain eligible to purchase coverage through the Marketplace, you may consider staying enrolled in a plan and paying the full premium.

Before deciding, it is important to compare the total cost, provider and hospital network, prescription drug coverage, deductibles, copays, coinsurance, and the plan’s out-of-pocket maximum.

Depending on your circumstances, other coverage options may also be available.

There are different ways to obtain coverage. Availability, rules, and benefits vary by product and individual circumstances.

Marketplace without a Tax Credit

Remaining in an Affordable Care Act-compliant plan while paying the full premium may be an option.

These plans retain ACA protections, including coverage for preexisting conditions and Essential Health Benefits.

Individual options purchased outside the Health Insurance Marketplace may be available, depending on the state and insurance carrier.

Short-Term Medical provides temporary coverage for certain transitional situations.

It may have limitations involving preexisting conditions, maternity care, prescription drugs, and other benefits.

It is not automatically a substitute for an ACA-compliant plan.

  • whether you remain eligible for the Marketplace;
  • how much the plan would cost without the Tax Credit;
  • any preexisting conditions;
  • prescription drugs taken on an ongoing basis;
  • the doctors and hospitals you want to use;
  • the need for maternity care or preventive services;
  • how long you need coverage;
  • the plan’s deductible, coinsurance, and limits;
  • your monthly budget and financial exposure in an emergency.
