Health Insurance Without a Tax Credit

Not everyone who loses their subsidy loses access to health insurance.

Losing or not qualifying for the Premium Tax Credit does not automatically mean going without health insurance. Depending on your situation, you may be able to remain in the Health Insurance Marketplace by paying the full premium or explore other private coverage options available in the United States.

The right choice depends on factors such as eligibility status, age, medical needs, pre-existing conditions, medications, budget, and how long you need to remain covered.

Beginning January 1, 2027, the rules for financial assistance through the Health Insurance Marketplace will change for certain noncitizens.

Among noncitizens, individuals who fall under the categories of Lawful Permanent Resident (Green Card holder), Cuban/Haitian entrant, or COFA migrant may continue to be considered for the Premium Tax Credit, provided they also meet the program’s other requirements.

Other immigrants considered lawfully present may, depending on their circumstances, remain eligible to purchase coverage through the Marketplace but may not qualify for the federal Premium Tax Credit.

Important: Losing the Tax Credit does not automatically mean losing the right to purchase a plan through the Marketplace.

If I lose the Tax Credit, do I have to leave Obamacare?

Not necessarily.

If you remain eligible to purchase coverage through the Marketplace, you may be able to stay enrolled in a plan by paying the full premium.

Before making a decision, it is important to compare the total cost, network of doctors and hospitals, prescription drug coverage, deductibles, copays, coinsurance, and the plan’s out-of-pocket maximum.

Depending on your situation, other coverage options may also be available.

What health insurance options can be considered?

There are different ways to obtain coverage. Availability, rules, and benefits vary depending on the product and each person’s circumstances.

1

Marketplace Without a Tax Credit

Remaining enrolled in a plan that complies with the Affordable Care Act while paying the full premium may be an option.

These plans maintain ACA protections, including coverage for pre-existing conditions and Essential Health Benefits.

2

Private Individual Health Insurance

Individual coverage options purchased outside the Health Insurance Marketplace may be available, depending on the state and insurance company.

Benefits, eligibility requirements, and limitations vary. It is important to confirm whether the plan complies with ACA requirements.

3

Short-Term Private Health Insurance

Short-Term Medical provides temporary coverage for certain transitional situations.

It may have limitations involving pre-existing conditions, maternity care, prescription drugs, and other benefits.

It does not automatically replace an ACA-compliant plan.

Other Coverage Options

Other alternatives may include employer-sponsored coverage, COBRA, and health insurance for international students.

Each option has its own eligibility requirements, duration, cost, and coverage rules.

The plan with the lowest premium is not necessarily the least expensive option when you need to use your coverage. Be sure to also compare deductibles, limits, exclusions, prescription drug coverage, and provider networks.

How do I know which option is right for me?

Before choosing private health insurance, consider:

  • whether you remain eligible for the Marketplace;
  • how much the plan would cost without the Tax Credit;
  • whether you have any pre-existing conditions;
  • any medications you take regularly;
  • the doctors and hospitals you want to use;
  • whether you need maternity care or preventive services;
  • how long you need coverage;
  • the plan’s deductible, coinsurance, and coverage limits;
  • your monthly budget and potential financial exposure in an emergency.

Why compare plans before enrolling?

Plans that appear similar can have important differences in benefits, exclusions, provider networks, deductibles, and coverage limits.
